Financial Incentives and Market Transformation Programme

Fide offers financial incentives for companies that buy energy efficient equipment, such as efficient electric motors, air compressors or lighting equipment that carry the FIDE seal. E.g., for motors between 1 to 500 HP, MX$ 36/HP are reimbursed through the following mechanism: With the product, the buyer gets a coupon from the distributor or manufacturer of the equipment. This coupon needs to be sent in to FIDE, together with a copy of the last electricity bill. FIDE then writes out a cheque which is deposited in the bank account of the equipment user. From 1998 through 2001, 90.978 high-efficiency motors, 1.109 compressors, and 2,8 million commercial lighting units were sold through this programme. (CONAE, 2002)

Financial Support for Energy Efficiency Measures in Companies

FIDE offers different financing options for electricity efficiency measures for industry, communication, service and public sector. They give credits without interest for energy efficiency measures. For a company with an power demand of less than 1.000 kW, e.g., FIDE finances up to 60 % of the total project costs, with a maximum financing amount of MX$ 500.000. Repayment of the financed amount has to happen within 2 years without interest.

In the public sector, financing for public lighting initiatives is granted.

Energy Efficiency in Federal Government Buildings (PAEIAPF)

Under the PAEIAPF programme, energy efficiency measures are implemented in 917 governmental buildings. Within the programme, energy audits are realised, internal committees instituted, and building operators trained. Since the programme's implementation in 1999, the average energy consumption index of buildings participating in the programme was reduced from 104,43 kWh/m² to 94,06 kWh/m² in 2001. This amounts to roughly 49,78 GWh energy saving per year.

Energy Efficiency in State-owned Energy Industry

The Mexican national oil company PEMEX has been supported by CONAE for over ten years. Through three steps, namely the analysis of isolated systems, the development of tools, and a broad and permanent energy efficiency campaign in the entire company, significant energy savings were realised. In 2001, PEMEX saved 10,6 million barrels of oil, i.e. 200 million dollars, as well as 3,2 million tons of CO2 emission.

Municipal Services

CONAE provides technical assistance for municipalities on the subjects of lighting systems for buildings, public lighting, transportation, and renewable energy. Within this context, public lighting feasibility studies are realised, as well as energy efficiency studies for buildings' lighting systems.

Intensive Energy Use Programmes

CONAE and FIDE promote specific programmes for intensive energy use installations in the public and private sectors. FIDE provides financial assistance for feasibility studies as well as retrofit measures. CONAE provides technical assistance through its ports of attention, helping with the identification, evaluation and analysis of efficiency opportunities. In 2001, CONAE provided assistance 1.390 small and medium enterprises.

Energy Efficiency in Industry

CONAE has further developed an "Integral Energy Savings Program" for industry. They provide assistance to private companies in different sectors in the realisation and implementation of such programmes. Studies show that though the planned measures 142.000 barrels of oil equivalent are expected to be avoided. (CONAE, 2002)
